Put simply: Generation is curtailed upstream of a bottleneck and ramped up downstream so that no line exceeds its load limit. The legal basis for this is provided by Sections 13, 13a, and 14 of the Energy Industry Act (EnWG). Today, this applies to conventional power plants, combined heat and power (CHP) plants, renewable energy plants, and storage facilities.<\/p>\n<p>The costs illustrate just how significant this impact is: According to the final figures from the Federal Network Agency, total grid congestion management in Germany amounted to approximately 3.3 billion euros in 2023, with a volume of measures totaling about 34 terawatt-hours (<a href=\"https:\/\/www.bundesnetzagentur.de\/DE\/Fachthemen\/ElektrizitaetundGas\/Versorgungssicherheit\/Netzengpassmanagement\/start.html\" target=\"_blank\" rel=\"noopener noreferrer\">Federal Network Agency: Grid Congestion Management<\/a>). Any improvement in congestion management therefore has a direct impact on supply security and system costs. This is precisely why pressure is mounting to harness more flexibility from grid levels that have been overlooked until now.<\/p>\n<\/div><div class=\"fusion-title title fusion-title-2 fusion-sep-none fusion-title-text fusion-title-size-two\" style=\"--awb-margin-top-small:10px;--awb-margin-right-small:0px;--awb-margin-bottom-small:10px;--awb-margin-left-small:0px;\"><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"font-family:var(--awb-typography1-font-family);font-weight:var(--awb-typography1-font-weight);font-style:var(--awb-typography1-font-style);margin:0;--fontSize:44;line-height:1.2;\">From Redispatch 2.0 to Redispatch 3.0: More Than Just a Version Upgrade<\/h2><\/div><div class=\"fusion-text fusion-text-2\"><p>Redispatch 2.0 has been in effect since October 1, 2021. With the amendment to the Grid Expansion Acceleration Act (NABEG 2.0) of May 13, 2019, the previous feed-in management system under the Renewable Energy Act (EEG) and the Combined Heat and Power Act (KWKG) was replaced by a uniform redispatch regime in accordance with Sections 13, 13a, and 14 of the Energy Economy Act (EnWG) (<a href=\"https:\/\/www.bdew.de\/energie\/redispatch-20\/\" target=\"_blank\" rel=\"noopener noreferrer\">BDEW: Redispatch 2.0<\/a>). Since then, renewable energy and CHP plants with a capacity of 100 kilowatts or more, as well as plants that can be remotely controlled at any time, have been included in the processes, and grid management has been converted to a plan-value-based procedure.<\/p>\n<p>This significantly expanded the range of participating facilities and market roles, and the data and process landscape became considerably more complex. Since then, grid operators have been responsible for balancing and financial settlement; they must provide data relevant to redispatch and cooperate closely to resolve congestion across grid levels at the lowest possible total cost (<a href=\"https:\/\/www.bdew.de\/energie\/redispatch-20\/\" target=\"_blank\" rel=\"noopener noreferrer\">BDEW: Redispatch 2.0<\/a>).<\/p>\n<p>This is where Redispatch 3.0 comes in. The key difference: It\u2019s no longer just plants with a capacity of 100 kilowatts or more; small-scale flexibility resources below this threshold\u2014such as heat pumps, electric vehicles, battery storage systems, and low-voltage PV systems\u2014are also to be harnessed for congestion management. This is no minor detail: Over 95 percent of all generation facilities are installed in the low-voltage grid. The current procedure simply fails to tap into this potential.<\/p>\n<\/div><div class=\"fusion-title title fusion-title-3 fusion-sep-none fusion-title-text fusion-title-size-two\" style=\"--awb-margin-top:20px;--awb-margin-top-small:10px;--awb-margin-right-small:0px;--awb-margin-bottom-small:10px;--awb-margin-left-small:0px;\"><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"font-family:var(--awb-typography1-font-family);font-weight:var(--awb-typography1-font-weight);font-style:var(--awb-typography1-font-style);margin:0;--fontSize:44;line-height:1.2;\">Is Redispatch 3.0 a replacement for Redispatch 2.0?<\/h2><\/div><div class=\"fusion-text fusion-text-3\"><p>The term <strong>\u201cRedispatch 2.0 replacement\u201d<\/strong> is circulating in search queries and market discussions, but it only partially captures the essence of the matter. Redispatch 3.0 is not a replacement in the sense of a direct swap, but rather a further development that builds upon and expands existing processes. The concepts refer to a hybrid model: For large generation plants, cost-based redispatch remains in place, supplemented by market-based congestion management for small-scale, decentralized flexibility resources (<a href=\"https:\/\/www.transnetbw.de\/de\/unternehmen\/politik-und-regulierung\/strommarkt-und-flexibilitaeten\/Redispatch-3\" target=\"_blank\" rel=\"noopener noreferrer\">TransnetBW: Redispatch 3.0<\/a>).<\/p>\n<p>Important to note: Redispatch 3.0 is not currently a set of regulations in effect, but rather a research and demonstration project funded by the Federal Ministry for Economic Affairs. It launched in early 2022 and is supported by a consortium of industry, grid operators, and research institutions, including OFFIS, PSI GridConnect, emsys, KISTERS, EWE NETZ, MVV Netze, the DKE, as well as Fraunhofer FIT and the University of Kassel (<a href=\"https:\/\/www.dke.de\/de\/arbeitsfelder\/energy\/redispatch-30\" target=\"_blank\" rel=\"noopener noreferrer\">DKE: Redispatch 3.0<\/a>). Widespread integration of the low-voltage grid for congestion management is not expected until the late 2020s at the earliest. In <strong>grid control<\/strong>, data determines whether flexibility potential can be identified, forecasted, and reliably accessed at all. This is precisely where the real challenge of Redispatch 3.0 lies.<\/p>\n<p>The demonstration project clearly outlines this direction: It focuses on scalable IT solutions, the migration of existing Redispatch 2.0 components to federated cloud infrastructures, increased data sharing between grid operators and other stakeholders, and the integration of IoT infrastructures. At the same time, VDE SPEC 90032 is establishing a technical framework for congestion management in the distribution grid for installations under 100 kilowatts\u2014so-called \u201cmicro-flexibilities\u201d (<a href=\"https:\/\/www.vde.com\/en\/press\/press-releases\/interview-redispatch-3-0\" target=\"_blank\" rel=\"noopener noreferrer\">VDE: Redispatch 3.0<\/a>). Anyone who wants to operate <strong>grid control<\/strong> reliably in the future will need systems capable of handling data at this level of granularity and frequency.<\/p>\n<\/div><div class=\"fusion-title title fusion-title-5 fusion-sep-none fusion-title-text fusion-title-size-two\" style=\"--awb-margin-top:20px;--awb-margin-top-small:10px;--awb-margin-right-small:0px;--awb-margin-bottom-small:10px;--awb-margin-left-small:0px;\"><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"font-family:var(--awb-typography1-font-family);font-weight:var(--awb-typography1-font-weight);font-style:var(--awb-typography1-font-style);margin:0;--fontSize:44;line-height:1.2;\">An Overview of the Seven Software Requirements<\/h2><\/div><div class=\"fusion-text fusion-text-5\"><p>Based on the concepts and the existing Redispatch 2.0 requirements, seven criteria can be identified against which future-proof redispatch software must be evaluated.<\/p>\n<p><strong>High-Frequency Data Processing and Forecasting:<\/strong> Bottlenecks and opportunities for flexibility can only be reliably managed if measurement, planning, and forecasting data are processed in near real time. With each additional grid level, the number of data points increases, and predictive grid state analysis must perform calculations with greater precision and at a higher frequency than is currently the case.<\/p>\n<p><strong>Role and Process Management for Multiple Stakeholders:<\/strong> Redispatch 2.0 already coordinates transmission system operators, distribution system operators, and plant operators. With Redispatch 3.0, aggregators\u2014who bundle decentralized flexibility\u2014are added as a new market role. Software must accurately map these roles, their rights, and their process steps.<\/p>\n<p><strong>Interoperability and Interfaces:<\/strong> Master data, planning data, flexibility potential, and instructions must be exchanged in a standardized manner among the parties involved. Without clean, documented interfaces, there can be no cross-network congestion management\u2014only a patchwork of isolated solutions.<\/p>\n<p><strong>Automated coordination across grid levels:<\/strong> The whole point of Redispatch 3.0 is to harness potential from lower grid levels to address higher-level bottlenecks. This flexibility only works if coordination and dispatch are largely automated, rather than relying on manual coordination loops.<\/p>\n<p><strong>Accounting and Settlement:<\/strong> Redispatch measures must be properly balanced in both accounting and financial terms\u2014a responsibility that already falls to the grid operator. With market-based mechanisms and small-scale installations, the number of transactions to be settled increases dramatically.<\/p>\n<p><strong>Auditability and Traceability:<\/strong> Measures, allocations, and netting processes must be documented in a manner that withstands regulatory scrutiny. In a more automated and market-based environment, the complete traceability of every instruction becomes a requirement, not an option.<\/p>\n<p><strong>Scalability:<\/strong> The leap from thousands to potentially millions of connection points is not a linear increase. Architectures that are sufficient for Redispatch 2.0 will reach their limits with Redispatch 3.0 if scalability is not taken into account from the very beginning.<\/p>\n<\/div><div class=\"fusion-title title fusion-title-6 fusion-sep-none fusion-title-text fusion-title-size-two\" style=\"--awb-margin-top:20px;--awb-margin-top-small:10px;--awb-margin-right-small:0px;--awb-margin-bottom-small:10px;--awb-margin-left-small:0px;\"><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"font-family:var(--awb-typography1-font-family);font-weight:var(--awb-typography1-font-weight);font-style:var(--awb-typography1-font-style);margin:0;--fontSize:44;line-height:1.2;\">Why this is an integration issue, not a module issue<\/h2><\/div><div class=\"fusion-text fusion-text-6\"><p>The obvious response for many organizations is to procure an additional redispatch module and integrate it into their existing system landscape. In practice, however, this falls short. The requirements mentioned affect nearly every layer of IT: data management, forecasting, interfaces with market partners, billing, monitoring, and logging. Redispatch 3.0 is therefore less a regulatory issue than an IT and integration project.<\/p>\n<p>The real challenge rarely lies in any single function, but rather in how everything works together: established grid control and billing systems, heterogeneous data sources, and new market partners must be integrated in such a way that day-to-day operations remain stable and the processes are robust from a regulatory standpoint. Those who have dismissed Redispatch 2.0 as a mere compliance exercise will end up investing twice as much in the next step.
